STOP LEVY’S
“LUNACY VILLAGE”
URGENT ACTION REQUIRED

Please sign our on-line petition to the Suffolk County Legislature. It is critical that the voice of all Suffolk County citizens is heard by our Legislator’s. They must IMMEDIATELY and PERMANENTLY, with urgency, HALT the sale of the currently designated “Legacy Village” taxpayer-owned County property, as surplus. The Legislature must vote against IR #: 1922-2009. We must not allow Steve Levy to sell our land.

The proposed plans for Legacy Village involve declaring 250 acres of county-owned land in Yaphank within the Carmans River Watershed as surplus and transfer that land to private developers. Currently the Suffolk County Legislature approved the bond allowing the EIS (Environmental Impact Study) to move forward without the developer being held liable for the cost. There is only a weak commitment that the developer will reimburse the county if he receives the land in the future.  This proposed project consists of four (4) distinct land areas in Yaphank.

 Here’s what this project will do to our community:

 Area A – This area is bordered by the L.I.E. Service Road to the north, Yaphank Avenue to the west, The Suffolk County DPW Complex to the south and a buffer along the Carmans River to the east. This area encompasses 34.16+ acres.

The following will be removed and relocated:

  • 10 acres of County highway yards;
  • 13,000 square feet of interior space for a road salt storage building;
  • 90 parking spaces for the County Board of Elections; and
  • New doctor’s cottage and shed, along with old cottage and shed.

New proposed use:

  • 50,000 square feet of interior space for sports and wellness facilities;
  • 50,000 square feet of interior office space;
  • 4 restaurant locations of 8,750 square feet of interior space for each;
  • 70,000 square feet of interior space for hotel use;
  • 25,000 square feet of interior space for retail use;
  • 72 rental units (affordable to residents earning up to 80% of area median income) of 1-bedroom apartments containing 650 square feet of living space;
  • Legacy Village Arena (5,500-seat indoor arena, a 5,000 seat outdoor arena and track);

Area B – is a 121.31+ acre rectangular parcel south of the County Farm, west of Police Headquarters and north of the Correctional Facility. This parcel is to contain mixed income rental and ownership housing as described below:

PLEASE NOTE: According to HUD for Fiscal Year 2010 the Median Family Income for Suffolk County is $103,600.

  • 785 units of homes ranging between  950 and 1,250 square feet of living space and containing no more than 2-bedrooms;
  • 429 of the above noted units will be affordable to residents earning up to 80% percent of the Area Median Income.
  • 214 of the above noted units will be affordable to residents earning between 81% - 100% of Area Median Income.
  • 142 of the above noted units will be affordable to those earning between 101% - 120% of area median income.
  • 215 units of market rate homes, each having up to 1,600 square feet of living space, no more than 2-bedrooms and an accessory apartment with separate entrance.
  • Day Care Center having no less than 20,000 square feet of interior space.

Area C – is a 28.32+ acre parcel south of Area B and to the west of the County Correctional Facility, is proposed to be used for athletic facilities and trails.

Area D – is a 94.75+ acre in the southern portion along Horseblock Rd. This area would include light industrial use with a focus on emerging alternative energy. At least four (4) megawatts of electrical production facilities will be constructed.

THE LUNACY OF LEGACY VILLAGE MUST BE STOPPED !

This proposed project will:

  • Double the population of Yaphank overnight
  • Ignores that fact that there are thousands of homes for sale throughout the area.
  • Ignores the fact that there are countless acres of movie theaters, car dealerships, Home Depot, Kmart, strip malls, offices, stores and other infrastructure lying vacant everywhere.
  • Place severe burdens on the Longwood School District. The current layout of the project places housing to the north within their district while the bulk of the industrial and commercial spaces to be developed to the south fall within the boundaries of the South Country School District.  This will exacerbate the potential tax burden.
  • All of this would be built on the CARMANS RIVER WATERSHED, a critical ecosystem that must be protected. Steve Levy has proposed a “death sentence” to the Carmans River and it is inconceivable that a government-based effort is underway to give away our “PUBLIC WATERSHED LAND”.

Levy’s “Lunacy Village” will turn our non-destination Historic Hamlet into a mega-city on the Carmans River. This will irreversibly damage the quality of the Carmans River Watershed and negatively impact the quality of life for surrounding communities. It is ill-conceived and threatens to undo all that has been done to protect and preserve the Carmans River and surrounding Watershed.

Now is the time for the citizens of Suffolk County to STOP LEVY’S “LUNACY VILLAGE.” THE RESIDENTS OF SUFFOLK COUNTY HAVE INVESTED MILLIONS OF DOLLARS TO PROTECT THE CARMANS RIVER AND THE SURROUNDING WATERSHED.
